NIKA is hiring for a Medical Equipment Planner to support the Defense Health Agency (DHA) out of the Rhine Ordnance Barracks Medical Center (ROBMC) in Germany!!

Position Description

  • The Medical Equipment Planning Support provides services to Government personnel at sites, projects and facilities designated by the DHA Program Manager/ Project Manager (PgM/PM) as part of a project management team.
  • Responsible for coordination with representatives of the DHA, USACE, gaining organization, Installation, and commercial manufacturers or suppliers to assist in the timely planning and procurement of the appropriate furniture, non-specialized equipment, and specialized
    laboratory/research equipment.
  • Position provides consultation, advice, and technical review of furniture and equipment planning services provided through an IO&T Contractor and supports parent organization
    Logistics staff in all aspects of equipment management.
  • Advises military PgM/PM or designated Government representative concerning coordination with construction contractor to resolve equipment related issues between local research activity staff, installation staff, and contractors.
  • Acts as the primary point of contact between Project Site Office and DHA’s Program Offices, (ICS, HTM, POD and HIT) coordinating ROBMC’s equipment requirements to those organizations and to ensure variance reduction and Electronic Health Record compatibility.
  • Assists with coordination of equipment and systems reviews, conduct pre-final equipment site
    surveys, evaluate and rework equipment design as applicable.
  • Reviews research and laboratory equipment construction submittals.
  • Provides technical advice and consultation on new equipment, design of new systems, and
  • modification of systems to meet special requirements and to meet Government specifications.
  • Maintains high level of coordination with construction contractor and parent facility organization, through USACE, regarding Log Cat A equipment installation, certification, commissioning, training and maintenance requirements.
  • Attends vendor’s factory-based coordination meetings or demonstrations in support of all logistics categories of equipment.
  • Ensures planning of training, certification, commissioning, and maintenance for all logistics
    categories of equipment is coordinated with parent facility Logistics staff, including appropriate
    documentation.
  • Assists the USACE Commissioning Authority with planning and execution of equipment-related
    elements of the Commissioning Plan.
  • Reviews O&M data, O&M test and training plans for equipment of all logistics categories.
  • Assist parent facility Logistics staff in developing plans for sustainment of equipment post-building occupancy.
  • Reviews equipment change orders/ conflicts to advise PgM/PM or designated representative.
  • Identify, and assist with coordination of any cyber security requirements (RMF, B2B, etc.)
    associated with equipment.
  • Complete construction walk-throughs of areas where key equipment will be located, and validate utility, data connectivity, security and space requirements are appropriate.
  • Assist with review and development of equipment-related Architect’s Supplemental Instructions
    (ASIs), Engineering Change Proposals (ECPs) and systems/design reviews associated with
    installation of equipment.
  • Assist with development of IO&T services scope of work.
  • Assist IO&T Contractor and parent facility staff in validating equipment requirements for
    relevant logistics categories, based on project equipment planning documents.
  • Coordinate with IO&T Contractor and USACE Construction Management staff to identify key
    equipment requiring review of associated utilities, data connectivity, security, and space
    requirements, with actual design/construction.
  • Ensure key equipment planning milestones and early procurement activities are included in
    the Synchronization Matrix (SynchMat) developed and maintained by the IO&T Contractor or
    others.
  • Assist the IO&T Contractor in maintaining project equipment database.
  • Coordinate with the IO&T Contractor and parent facility Logistics staff to develop effective
    processes for ordering, receipt, storage, and final movement of new equipment into the new
    facility.
  • Coordinate with the IO&T Contractor and parent facility Logistics staff to develop effective
    process to move and install re-use equipment in the new facility, coordinated with construction
    phasing and movement schedules.
  • Assist IO&T Contractor and parent facility staff in validating each room in the new facility is
    complete and usable prior to final occupancy by staff.
  • Monitor parent facility Capital Equipment Expense Program (CEEP) activities and coordinate
    with equipment re-use planning.
  • Maintain high-level of coordination with parent facility Logistics staff in respect of
    standardization for all categories of equipment.
  • Ensure equipment planning reviews are conducted with staff as required to validate equipment
    planning based on project schedule milestones and end-user requirements.
  • Coordinate with parent facility Logistics staff to ensure timely procurement actions related to
    MEDCASE or other requirements not executed through the IO&T Contractor or the construction General Contractor.
  • Assist parent facility Logistics in evaluating new equipment and systems considering
    maintainability, life expectancy, safety, and functional appropriateness.
  • Develop supporting data, research and coordinate logistics support requirements and
    methodologies for equipment and associated systems.
  • Monitor procurement schedules and the provisioning of various project related equipment/system items and repair parts.
  • Provide and maintain documentation on issues/problems/lessons learned encountered in
    equipment planning for use in reports, briefings, and After-Action Reports.

Required Qualifications

  • DOD School Trained Biomedical Engineer or equivalent Bachelor’s level Biomedical
    Engineering degree from accredited university preferred.
  • Experience with integrating information from a variety of sources into various systems; ensures proper system interfaces.
  • Experience with collecting data for analysis and develops products resulting from analysis.
  • Excellent communication skills, oral and written.
  • Knowledge of Microsoft Office Suite.
  • Minimum four years experience on DOD, VA or other Federal Government medical work
    preferred.
  • Overseas work preferred.
  • Must be able to relocate to Germany if the individual does not already reside there.
