NIKA is hiring for a Facility Management Specialist for inspecting construction, operation, maintenance, and repair of facilities related equipment and real property in support of U.S. Navy Bureau of Medicine & Surgery (BUMED). This position will be based out of the Portsmouth, VA location!

Job Description and Tasks

Determines project requirements for new construction, repairs, and alterations for incorporation into DMLSS-FM Requirements module and shall work with the NAVFAC FMS to have the project properly developed NAVFAC MAXIMO, eProjects and GFEBS.
Evaluate major items of equipment and systems to determine their condition and remaining service life.
Provide project scope information to Activity Facility Manager for review prior to submitted to the NAVFAC FMS or USMC Zone Manager.
Assist BUMED HQ, Regional personnel, and Facility Managers/Engineers with development of five-year maintenance action plan to include local, regional, and special projects to be incorporated into the installation’s MEP/MAP/LRP.
For non CTFs, develops statement of work, plans, specifications, and cost estimates with or for the assigned FMS/Zone manager for projects to be inducted into installation’s work induction board.
For CTFs, developments the requirements for formal SOW and IGE to be developed by the NAVFAC and USMC PWD planners and estimators and subsequently reviews the SOW and IGEs for accuracy prior to WIB submittal.
Support the region by ensuring that statements of work and cost estimates are clear, concise and of sufficient detail to support the development of a DD Form 1391 in DMLSS-FM or EPG (or PAX).
Makes periodic surveys of facilities throughout the AOR for the purposes of providing technical advice and assistance to activities and assist in providing oversight of preventive maintenance.
Assist BUMED HQ and Regional personnel with the research of possible solutions to facilities problems and recommend the purchase of equipment, change in preventative maintenance, or other potential solutions necessary to resolve issues.
On a weekly basis or as approved by the FM contract all on-site building managers/ POC to ascertain building status, issues, status of work orders, utilities, data calls, etc.
Ensure facility is receiving approved Common Levels of Operations (CLO) or Common Level of Services (CLS).
Document and provide status reports to FM and RM. Notify FM/RM of Installation/ Garrison Command meeting or data calls.
Inputs work orders and other requirements into BUMED (DMLSS-FM), GFEBS, and possibly into NAVFAC and Marine Corps Public Works MAXIMO.
Track and identify all work orders exceeding the LOL in DMLSS and provide a report of their status as required by the Activity Facility Manager
Assist BUMED in managing and coordinating a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special[1]purpose installations, including planning maintenance activities, developing preventive maintenance programs, and reporting execution of maintenance performed by entities such as NAVFAC, Public Works, USACE, and or maintenance contractors.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
Assist various regions N4 directorate, Facility Managers, A/E firms, and other authorized persons in locating and providing construction drawings, specs, and other property data in a timely manner.
Assist in a facilities administration program that includes adapting procedures and practices concerning property facilities, utility systems, buildings, and equipment requirements
Serve as a property manager with the ability to travel to various installation sites.
Assist BUMED in coordinating with local installation Public Works, USACE, NAVFAC, DHA, and or other relevant entities concerning property facilities, utility systems, buildings, and equipment requirements.
Serves as a liaison and coordinator for the BUMED supported activities and the installation assigned FMS or Zone manager. Supports the FMS by preparing draft SOWs for specific projects including, if necessary, IO&T. For CTFs, each facility shall be audited on a yearly basis to capture outstanding facility related issues and concerns. A report shall be provided no later than ten days after completion of the onsite visit to Facility Activity Manager and to the NAVFAC FMS or USMC Zone Manager. The report will include the associated MAXIMO and DMLSS work order numbers.
As required by the region N4, gathers consumption data for all utility resources including electricity, gas, sewer, and water. Compiles data and develops reports of consumption rates for region N4, and if necessary, the installation Defense Utility Energy Reporting System (DUERS) reporting. This effort will be in support to show progress towards achieving the installation mandated energy reduction goals. This is not to be done for CTFs unless approved on a case-by-case basis.
Analyzes contract files and construction documents for preparation of draft Form DD1354 documents in accordance with UFC 1-300-08 for the transfer and acceptance of Class I and II Military Real Property. Such forms are used to record transfers, changes, additions, or deletions of real property owned by DoD service components. This is not to be done for CTFs unless approved on a case-by-case basis.

Required Qualifications

1+ years of specialized experience in managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations; planning maintenance activities; or developing preventative maintenance programs
Must be able to attain a US Security Clearance
