Scott Bailey, NIKA’s Director of Contracts, is responsible for all prime contracts, subcontracts, and other contractual documentation performed at NIKA. As the key compliance checkpoint on proposal and contract efforts, Scott has a critical eye for detail and takes a proactive approach to managing NIKA’s contract functions.

With over 20 years of experience, Scott holds a unique insight into all aspects of the world of Government contracting including FAR and other agency specific Federal Acquisition Regulations.  He is equipped with a wealth of knowledge in the management of firm fixed price, cost plus, and time and material contracts in support of numerous federal agencies.

Prior to joining NIKA, Scott has supported the team building the Orion rocket program for NASA and has worked on international development contracts supporting USAID, and managed multiple projects overseas in East Asia and Europe.

Scott is a graduate of Syracuse University, with a Bachelor of Arts in French Language, Literature, and Culture. He was a long-time member of the National Contracts Management Association (NCMA) and enjoys participating in social and philanthropic events throughout the community.
